Generate a build version identifier during build based on build type.
When building from a tag, use the tag name.
When building from a branch, check if a parent tag can be found.
If found, generate build version in the default format generated by
git-describe.Otherwise generate a build version in format
<branch-or-tag-name>-g<short-hash>.
