First release

• Created the template repo from scratch.
• Went through internal review (by @wilkb777)
• While this version is labelled 1.0, this is more of a beta product and that's okay. Due to time constraints, goal atm is to ensure template is in good enough stage with all the necessary features; it does not have to be perfect. Good enough is definitely sufficient here and we can iterate it over time with the help of team members later, depending on what would bring the most bang for the buck.
