A user interacts with the Messenger Bot through the Facebook Messenger app. Through the app, they will be able to:

Sign up to receive updates
Set and update preferences (notification frequency, demographic info)
Receive updates from the bot
Respond to updates to receive more information
Access a menu that provides access to current news
Unsubscribe from the service
