Primarily a bug fix release but also including the disabled DDHAPT functionality.
- Relax URL validation to allow new TLDs to be crawled (New TLDs, eg. .football, can be added, if they are in scope for NPLD)
- Add covering letter and acknowledgement emails to ACT (new letter templates allowing agencies to send their own permission letters)
- Add joint LDL licence type to W3ACT (replaces the ‘BL licence’, the new licence is issued on behalf of the LDLs jointly)

W3ACT 1.0.4 production release
After testing the v1.0.3 additions and bug fixes (and therefore releasing v1.0.3 as production), we continued to test the W3ACT service across all features. In doing so we discovered that the Postgres database was capturing warnings highlighting minor issues with associating licences with targets. It was decided as a matter of priority to release a fix for this immediately.
