Descriptive summary

Out of 10 runs ( 5 conflicting/ 5 non-conflicting) we had a single failure where CARMA-Streets failed to recognize/correlate and schedule on of the vehicles (1 of the conflicting scenarios). This issue is to investigate, diagnose and fix this failure

Carma streets version where this issue was discovered

Expected behavior

CARMA-Streets schedules all vehicles approaching intersection in communication range.

Actual behavior

CARMA-Streets did not schedule one of the vehicles approaching the intersection.

Steps to reproduce the actual behavior

NA: Use UC1 Regression testing logs to diagnose issue.
