Summary

Script installation of CARMA-Streets service build/test dependencies. This includes setting up scripts to condense apt-get debian packages install calls.

Reasoning for new functionality

Make all CI/CD processes use a common source for installing dependencies. Reduce docker build layers and Dockerfile build steps
