This PR's primary aim is to switch from building jq from source to pulling down a binary. We switched to building from source when we need what was then an "un-released" feature. That feature is now available in the latest release, 1.7.1. Building from source was showing issues on some platforms. Loading a pre-built binary (that is checked via a checksum) provides faster-building docker images.

All tests in oar-pdr-py run with a docker container (via testall.docker) confirmed to pass.
