The reason for this split is that the DA protocol consists of 3 sub-protocols in Nomos, which is why the specification exists for all of the 3 sub-protocols: Dispersal, Replication and Sampling. The RFC team will inherit the same level of organization while updating with newest information (if and where applicable).
