Redis cache plugin fixes

Description

• Fixes silent failures in the redis cache plugin when setting a ttl that is not a multiple of 1000.
• I rounded the ttl to the nearest second, but I could be convinced to either ceil or floor the value.
• Any other redis errors when setting keys should no longer be silent.
• Negative ttls were being coerced to an unsigned int by redis (large positive value), so I added a check.
• Added tests related to these issues
