Here is an overview of how to respond to public comments on WCAG 2.1 for SC managers.
Draft a response that you feel satisfactorily addresses the comment. This can reflect your own 'best answer' to the comment, the current group position etc, or be an answer to a specific technical question.
All public comment responses need to be surveyed by the group.
Surveys can be created by the chairs - so suggested response to comments can be sent to the chairs in advance and they will create the survey.
As far as possible - the responses needs to reflect working group consensus or a position that most people can live with.
Once agreed the comment can be put into Github or onto the list, marked as a 'Working Group response' or similar.
