Независимо от выбранного в настройках плагина Яндекс.Касса способа оплаты всегда переход происходил на окно выбора способа платежа.
Обнаружилась опечатка в названии параметра
Вместо "payment_method_data" было указано "payment_method".
Теперь попадаем сразу на выбранный способ оплаты.
