update TT-WIGOSMD ToRs

This is the feedback we received from SC-ON:

In the one of TT WIGOSMD I’m missing the aspect of taking into account the users view and requirements. This is actually the part which often caused issues lately and I think we should make sure that we don’t just evolve it to evolve it but that we do that the users have a benefit of it. I think the consideration of this aspect should be explicitely mentioned in the TORs.

Proposal: adding a part in the preamble that these developments and evolvements need to take into consideration the users needs.
