The following changes are done

Enabling allow_all_origin as a default config in CORSValve(This needs to be reverted once the CORSValve has been upgraded to master)
Fix websocket endpoint config in WebSocketAPIInvocationWithTracingTestCase test case
Fix Add SWAGGER_X_AMZN_RESOURCE_CONTNET_ENCODED only if ARN is present carbon-apimgt#12160
