[TASK] Used fixed versions for most development dependencies #1475

We don't want our build to break when a new version of a development dependency like PHPUnit or PHPStan gets released. Instead, we want to be able to examine the (possibly changed) behavior in the pull request by Dependabot that updates this dependency.
