Migrate to use OSMnx 2.0 #495

OSMnx is now on version 2.0x, and we should migrate to using this too (currenly we're at 1.9.3).

@gboeing has provided a migration guide:
gboeing/osmnx#1123

First step is ensuring all code works with version 1.9.4, so that's what we'll do first.

There are some breaking changes, so care will need to be taken. But, this update will provide us with a good opportunity to review and potentially refactor/simplify our own codebase.
