Port first birth event declaration test set to v2 events

Port first 4 sets of tests to Events V2. This includes:

• 1-birth-event-declaration.v2.spec.ts
• 2-validate-the-child-details-page.v2.spec.ts
• declaration/birth-declaration-1.v2.spec.ts
• declaration/birth-declaration-2.v2.spec.ts

8-validate-declaration-review-page.spec.ts is left out since it depends very much on the workflow pages to exist, which dont yet.

Rest of the tests suites under /declaration are left out for now, since all tests have something dependant on workflows etc., and additionally the birth form still has data validation bugs which should be fixed before introducing more tests.

Oops! Looks like you forgot to update the changelog. When updating CHANGELOG.md, please consider the following:

• Changelog is read by country implementors who might not always be familiar with all technical details of OpenCRVS. Keep language high-level, user friendly and avoid technical references to internals.
• Answer "What's new?", "Why was the change made?" and "Why should I care?" for each change.
• If it's a breaking change, include a migration guide answering "What do I need to do to upgrade?".
