Bug Fix Release: Support ARK IDs in POD Record Conversion

This addresses a bug remaining from recently added support for ARK IDs as EDI Identifiers; it ensures that download URLs in MIDAS POD records which feature the new EDI-ID pattern are converted properly into the NERDm metadata.

Docker build fix

Minor fix applied to docker-based building. This only affects oar-metadata when it building it independently; it does not affect building oar-pdr.

DOI Metadata Resolution

This adds the ability to resolve DOIs to their metadata via a query to the appropriate DOI issuer (Datacite or CrossRef). This data can then be used to enrich the metadata in a NERDm record.

Add NERDm Reader's Guide Doc

This provides HTML documentation describing the NERDm schema, autogenerated (in part) from the schema definition.
