Description

Supports usdot-fhwa-stol/carma-platform#2200
It adds tactical_plugin and yield_avoidance as a global parameters so it can be applied to all components at once.

Most of these files were copied from the xil_cloud directory. The
docker-compose.yml file has been updated with the specific
ScenarioRunner scenario and CARMA route.
The RMW implementation was being manually changed within the container
images then recommitted, but an easier alternative (as a temporary
workaround) is to export the environment variable as part of the
container's command.

This PR changes MAP UPER message to the correct intersection. Changes
regulatory element to correct one in osmosis file as well. Evc file was
changed to reflect the traffic light. And I renamed some files to
reflect that.

Added "Cartesian X coordinate" and "Cartesian Y coordinate" to match the
sensor location in sensor_configuration folder.
And changed intersectionId for SPAT message from 9945 to 36243 to match
the MAP uper message
